"Forgery for 1,500 dunyams of land?", residents of Rrjoll make strong

The protest of the residents of Rrjoll has entered a new phase of conflict, as the accusations have focused directly on what they call the "document forgery scandal" for the appropriation of around 1,500–2,000 dunyas of coastal land, as well as on the responsibility of the investor Bashkim Ulaj for continuing the works under conditions of an open property conflict.

In a direct link to "Breaking" on Top News, the residents' representative, Luciana Koka, stated that the 1997 ownership certificate, on which the opposing claim is based, is forged. According to her, the manipulation is evident in official elements such as seals and fiscal stamps, which according to the residents do not match the formats used in the years 1995–1997, but belong to a later period.

"The forgery was done amateurishly and is easily verifiable by expertise," she said, requesting the Shkodra Prosecution Office to immediately conduct a documentary and topographical expertise to prove, according to them, that the claimed property has been moved several kilometers away from its real position.

Residents say they have documents dating from 1927–1930, records from 1947 for expropriations, as well as court decisions from 1996 and 2008. According to them, it is inexplicable that such a large area of coastal land could be inherited by a single person "without any co-heirs", while the village has historically been made up of dozens of owner families.

Direct accusations against investor Bashkim Ulaj
Residents claim that Bashkim Ulaj was made aware of the property conflict and the criminal report for forgery, but despite this, the works have continued.

According to the testimony released, in a meeting with tribal representatives, the investor proposed an agreement that would provide 20% of the construction area after five years, if a certificate of ownership was presented. The residents rejected the offer, describing it as an attempt to legitimize a process that, they say, is based on forged documents.

"We have announced that the documents are false. You cannot hide behind the fact that you are an investor and not a lawyer," they declared, emphasizing that moral and legal responsibility, according to them, cannot be avoided when there is an open conflict and a criminal report under consideration.

Construction permit amid legal proceedings
Residents consider it scandalous that the construction permit was signed on January 16 by Deputy Prime Minister Belinda Balluku, while the property issue is in legal proceedings and subject to investigation.

According to them, the institutions have reacted quickly to prosecute 25 residents after clashes on the ground, but have not acted with the same intensity to verify the accusations of forgery that, according to the protesters, lie at the foundation of the entire project.

"Without exposing the forgery, there is no peace"
Residents warn that protests will continue until a final response from the justice authorities on the authenticity of the documents. They demand the publication of the expert report and the immediate suspension of works until the ownership is fully clarified.

For them, the issue is no longer just the construction of a resort, but the legitimacy of property titles in one of the most coveted areas of the northern coast and the responsibility of anyone who, according to them, has built on a legally contested basis.
