AZHBR abuses / How 2 million euros were stolen in Malësia e Madhe, the
ARDA

In 2024, after many years, the Ministry of Agriculture again supported aromatic medicinal plant farmers, not only for oil, but also for the cultivated area.

A total of 954 applications responded to this call. Top Channel provides documents that even with this scheme, AZHBR together with the Administrative Units of Shkodra abused public funds.

Top Channel provides the list of winners where 846 farmers from Malësia e Madhe were declared winners of this scheme, where for 6,345.1 Ha, they received 190,353,000 ALL.

But these figures are not realistic with the area of crops in Malësia e Madhe, since more than two farmers have benefited from the same plot. AZHBR and the Administrative Units increase the number of farmers and land, by falsifying the AMTP document.

This abuse, worth 2 million euros, is now being investigated by the Albanian Supreme Audit Office and the Ministry of Agriculture Audit.

History repeated itself again in 2025, this time AZHBR and the heads of the Administrative Unit increased the number of applications by doubling the area of cultivated land again, where for 1,290 applications AZHBR sought to provide money for 11,430.1 ha of sage and lavender.

But this attempt was fortunately stopped after director Ardita Kuçi learned that the abuse from a year ago was discovered by the Ministry of Agriculture.

In the official letter available to Top Channel, the director of AZHBR addresses the Secretary General of the ministry, Dritan Palnikaj, saying that of these applications this year, only 470 have been declared regular, but that payments have been executed for only 196 farmers with a total area of 1,203.04 ha.

This small number of beneficiary farmers shows the reality of the abuse of 2024, where 2 million euros went down the paths of corruption for uncultivated land.

According to the Ministry's rules, through the national scheme, each farmer would benefit from 30 thousand lek per hectare, from 1-10 hectares of land.

While farmers with over 10 hectares would benefit from over 50% of the measure's funding for each hectare above the ceiling. But the truth of last year remained that money was distributed for this area for lands planted on paper, and not in the field.
