The Constitutional Court decided today not to proceed to a plenary session with the issue of how the Ombudsman was elected.

The decision is related to the request of Ardiana Kala, who requested that the procedure for electing the Ombudsman by the Albanian Parliament be declared unconstitutional and illegal.

The applicant also requested the invalidity of the procedure for electing the Ombudsman by the Assembly and the annulment, as incompatible with the Constitution, of the procedure for electing the Ombudsman, on 11.12.2025 by the Assembly of Albania.

But the Constitutional Court decided not to consider all these requests in the hearing, definitively confirming Endri Shaban as People's Advocate.

Endri Shabani was elected Ombudsman on December 11, 2025 with the votes of the majority only, receiving 85 votes in favor, 0 abstentions and 3 against. In this session, the seats of the opposition parliamentarians remained empty, as they left before the voting began.

Then, on January 12, the Democratic Party brought the method of electing the Ombudsman to the Constitutional Court. However, this lawsuit was not taken into consideration by the Constitutional Court today.
