The detailed data of Cens 2023 that were published today show that the Municipality of Tirana found 39,765 entrances to empty buildings at the time the survey was conducted. These accounted for 24 percent of apartments in buildings in Tirana in a total of 192,587. According to the Census, there are a total of 245,458 apartments (buildings+individual houses) in Tirana of which 52,871 were empty.

The data obtained by INSTAT in the housing registration process show that a good part of the buildings built for housing are currently empty.

INSTAT says that there are 1 million and 82 thousand apartments in the whole country. Of these, 47 percent are individual houses, 40 percent are buildings and the rest are apartments that INSTAT categorizes as partially detached.

INSTAT says that out of 1 million and 82 thousand apartments, only 726 thousand were inhabited, while in the rest of the 356 thousand the surveyors did not find residents inside.

Dividing them into categories, INSTAT reports that the highest percentage of unoccupied houses results in apartment buildings. Data obtained from the census show that 39.4 percent of apartments are empty.

Translated into numbers, it turns out that there are almost 171,000 empty apartments nationwide.

The stock of empty housing was created by the emigration of families who did not plan to rent.

While most of the stock belongs to the investments made by individuals inside and outside the country. Often properties bought for investment and not rented out are part of a chain used to launder ill-gotten gains.

In contrast, while housing supply increases, the country's population is shrinking rapidly from high immigration and declining births. According to Cens 2011 data, the country's population shrank by 14.8 percent or over 400 thousand people.

Moreover, the population structure is rapidly aging. Between 2011 and 2023, the average age of the country's population increased by 7.5 years. An older age population has no interest in investing in real estate.

The 2023 census counted 1,082,529 ordinary dwellings in 2023. Individual houses represented 47.0 percent of these dwellings, while 39.9 percent of them are buildings.

A small category of dwellings are semi-detached dwellings (8.1 percent) and terraced houses (5.0 percent).

From the total number of ordinary dwellings, at the time of the census, there were 726,325 (67.1 percent) inhabited dwellings, estimating 32.9 percent of uninhabited ordinary dwellings.

The rate of unoccupied ordinary dwellings ranged from 24.3 per cent for semi-detached dwellings to 39.4 per cent for dwellings in blocks of flats, detached houses and terraced houses were each 29.2 and 29.8 per cent respectively. /MONITOR
