Alarm in Scottish town: Albanian gangs are setting up barricades

Police raided four properties across the city today and found three cannabis farms, plus a quantity of cash suspected to be the proceeds of crime. In the kitchen of an ordinary house, on an ordinary street in the centre of Aberdeen, a grieving Albanian man held his head in his hands, thinking about prison.

The young man, in his 30s, was just one of many who had been duped by an Albanian drug gang that police had taken out of business. How he found himself in this predicament is a common story. Lured by promises of a better life away from Albania's capital, Tirana, he was forced into crime, not to mention taking surprising levels of risk.

The Press and Journal was given exclusive access as police officers carried out a series of raids on properties across the city this morning. Our reporter visited a house in Elmbank Terrace just after dawn. The state of affairs in which the gangs and their associates are operating was alarming as the property was at clear risk of fire or explosion.

Detectives can spend months tracking cocaine gangs before knocking on doors, but every second counts in the cannabis case because of the acute risk of house fires.

While the public may not have much concern for the health and safety of people running cannabis farms, innocent neighbors often live side by side with these fire hazards. Police aim to raid properties as quickly as possible, before any fires break out.

The danger is real because the first thing cannabis gangs do when they buy a property is send an “electrician” to drastically change the electrical wiring. As our reporter saw today, the electrical wiring of the electricity meter had been ripped out and replaced with a complicated network of cables connected to large, makeshift panels.

On the other hand, these panels were connected to dozens of transformers and dozens of fans and ventilation systems. To describe this configuration as improvised would be to be kind. It is a “powder keg” waiting to explode.

A few days ago, detectives drew up a plan detailing the complex network of this Albanian gang, operating from various properties near Aberdeen city centre. After securing arrest warrants from the court, a team of around 30 officers raided 4 properties this morning.

Behind the scenes, however, it is quite different. Officers said some gangs force gardeners to live in dark, dirty and damp conditions for months on end to maximise the growing space available to them. It is understood the damage caused to at least one of the properties raided today will cost the owner tens of thousands of pounds to repair. Such raids involve dozens of officers working for hours.

Before they begin their work to secure evidence, the property must be made safe due to the acute danger posed by the improvised electrical installation.

Although pleased with today's result, police say privately they are frustrated that the public does not always appreciate the value of removing cannabis from the streets.

Detective Inspector Andrew Machray explained some of the reasons why his team is so proactive in tackling cannabis gangs.

“People can dismiss cannabis and say ‘it’s just cannabis’. But it funds wider organised crime. There’s the tax evasion aspect and the fire risk. On Bothwell Road, it was a block of flats with lots of flats. On Elmbank Terrace, there are lots of neighbours, and that’s the case on Broomhill Road.

So if they catch fire, there is a significant risk to the public. That's the part that people overlook. We are pleased with the outcome of this morning's operation. It is only through the help of the public that we can do this kind of work to put the gangs out of action.

"We anticipated a positive outcome today, and it went as well – if not better – than we could have predicted. My colleagues deserve this result, because they are a hard-working team," said Detective Inspector Machray. (The Press and Journal)
