The Special Court against Corruption and Organized Crime has released from " house arrest " the mayor of Tropoja Municipality, Rexh Byberi , and the deputy mayor, Abedin Kërrnaja , who are being investigated for abuse of office and illegal logging.

Against the socialist mayor Byberi and his subordinate Kërrnaja, the black platoons imposed the measure of obligation to report, once a month.

According to the lawyers, the 6-month security measure against the mayor and deputy mayor had expired, taking as reference the Constitutional Court's decision against Mimoza Margjeka.

A session earlier, the court left the task to the prosecutor to question the experts who have determined the damage caused by the opening of a road with the Tropoja Municipality.

According to the prosecution, it turns out that the head of the Municipality, during the process of opening roads with a length of 3.2km, which in the vast majority passes through the existing pedestrian street, should have applied to the electronic e-permit system at the Tropoja Municipality, as the local institution that has the authority to review and approve the infrastructure construction permit, after having verified the completion of the necessary technical-legal documentation by the applicant as provided for by the legislation for these types of works.

Pokuroria says that "Tropojë Municipality should have cooperated with other competent institutions for the construction of the road, such as the National Environment Agency for the drafting of the Environmental Impact Assessment Report, as well as with the Ministry of the Line, for the impact of the construction of the new road and the consequences of these construction works."

Rexh Byberi and Abedin Kërrnaja, who are both under house arrest, are accused of abuse of office and illegal logging.

On July 24, the Special Court against Corruption and Organized Crime failed to reach a decision to transfer to trial the criminal case against the mayor of Tropoja, Rexh Byberi, and his deputy Abedin Kërrnaja.

Judge Irena Gjoka tasked prosecutor Elvin Gokaj with questioning the experts who drafted the report on the assessment of the 2.7 million euro damage by December 3rd.

On March 4, SPAK closed the investigation into the case and sent the file for trial. On September 12, 2024, the GJKKO approved the request for the security measure "house arrest" against two local socialist officials.
