Can the return of skilled migrants be encouraged? The "National Strategy

The management of migratory flows, the promotion of migrants' rights and their integration into Albanian society are among the main goals of the latest strategy on migration. The decision to approve the national migration strategy 2024-2030 and its action plan was published in the Official Gazette.

This strategy envisages the development of effective policies for migrants who move from one country to another for employment reasons, increasing the positive impact of migration on national or local socio-economic development, promoting regular migration, as well as protecting the rights of migrants, asylum seekers and refugees.

Migration in the Albanian context continues to be characterized more by the international immigration of the local population and less by the immigration of foreigners into the country. The new strategy aims to achieve the sustainable integration of Albanian citizens returned from emigration until 2030, through the assessment of the needs and difficulties they encounter in order to address them effectively.

The strategy includes measures to facilitate and promote the return of qualified immigrants to Albania and maximize their potential for the economic development of the country through the promotion of their human and investment capital, the creation of information packages on the process of return and reintegration, as well as the conditions of the labor market. Even for foreigners, measures are foreseen for information on the forms, possibilities and procedures of migration for work reasons in Albania, as well as improving the activity of private employment agencies and employers, with the aim of implementing ethical employment standards.

In the framework of the national agenda of integration in the European Union, this document was drafted in accordance with the fulfillment of the obligations of the chapters of the European legislation in the field of asylum, migration and free movement.

The total cost estimated for the implementation of the action plan of the Migration strategic document 2024-2030, for the first three-year period, is about ALL 727.9 million. For the mid-term period 2024-2026, the expenses planned in the budgets of the responsible institutions are about ALL 391.8 million, planned in the annual budget and the Medium-Term Budget Program 2024-2026.
