The White House announced that Israel has accepted the principle that Gaza should not be occupied or annexed, but should be returned to a deradicalized and terrorism-free zone.
The agreement provides for the release of hostages within 72 hours of its public acceptance and, thereafter, the release of 250 life prisoners as well as 1,700 Gaza prisoners detained after October 7, 2023.
The US will mediate a political dialogue between Israelis and Palestinians for a peaceful future and coexistence. If the parties agree, the war will end immediately.
Plan details:
Gaza as a terror-free zone – Gaza will return to a deradicalized and terrorism-free zone that poses no threat to its neighbors.
Reconstruction for the people of Gaza – Gaza will be developed for the benefit of its people, who have suffered greatly.
End of the war – if both sides accept the agreement, the war will end immediately. Israeli forces will withdraw to the agreed line to prepare for the release of hostages. During this time, military operations will be suspended, the front lines will freeze until the conditions for a full withdrawal are met.
Return of hostages – within 72 hours of public acceptance of the plan, all hostages, alive or the bodies of the dead, will be returned.
Prisoner exchange – following the release of the hostages, Israel will release 250 life prisoners and 1,700 Palestinians arrested after October 7, 2023, including women and children. For every dead Israeli hostage, the bodies of 15 Palestinians will be returned.
Amnesty for Hamas – Hamas members who accept peace and lay down their weapons will be amnestied. Those who wish to leave Gaza will be guaranteed safety in host countries.
Humanitarian aid – upon acceptance of the plan, immediate aid will be sent to Gaza: water, energy, hospitals, bakeries, rubble clearance and road opening, based on the agreement of January 19, 2025.
The distribution of aid – will be carried out by the UN, the Red Cross and other international agencies, without the intervention of the parties. The Rafah crossing will be opened according to the same mechanism of the January 2025 agreement.
Interim Governance – Gaza would be run by a committee of Palestinian technocrats, with support from international experts and under the supervision of a “Peace Board” led by Donald Trump, with members including former British Prime Minister Tony Blair. This board would set the framework and funding until the Palestinian Authority can be reformed and take control.
Economic Plan – An economic development plan will be created with international experts who have built modern cities in the Middle East, to bring investment, jobs and hope for Gaza's future.
Special Economic Zone – will be created with preferential tariffs and trade access with participating countries.
Freedom of movement – ??no one will be forced to leave Gaza. Those who want to will have the right to leave and return. People will be encouraged to stay and build a better future.
No role for Hamas – Hamas and other factions will have no role in governing Gaza. All military structures, including tunnels and weapons factories, will be destroyed. A disarmament process will begin under independent monitoring and an internationally funded arms purchase and reintegration program.
Regional guarantee – countries in the region will ensure that obligations are implemented and that the new Gaza does not pose a threat to neighbors.
The International Stabilization Force (ISF) – will be deployed immediately to Gaza, to train and support the Palestinian police and to work with Jordan and Egypt. The ISF will secure the borders, prevent the entry of weapons, and facilitate the entry of goods for reconstruction.
Israeli Withdrawal – Israel will not occupy or annex Gaza. The IDF will withdraw in phases as the ISF takes control, and only a security perimeter will be maintained until Gaza is completely safe from the threat of terrorism.
In case of rejection by Hamas – aid and implementation of the plan will continue only in the areas of Gaza controlled by the ISF and declared “terror-free”.
Interfaith dialogue – a process for tolerance and coexistence between Palestinians and Israelis will be launched, highlighting the benefits of peace.
The prospect of a Palestinian state – with the reconstruction of Gaza and reforms of the Palestinian Authority, the conditions for a credible path to Palestinian self-determination and statehood can be created.
Political Dialogue – The US will mediate a dialogue between Israel and the Palestinians for a political horizon that guarantees peace and prosperous coexistence.
