
Lalzi Bay has undergone major changes in recent years, with the pine grove gradually diminishing and villa resorts for politicians, law enforcement officials, businessmen, and directors of state agencies "growing up" in that area. The proximity to Tirana has transformed Lalzi into a vacation home destination, while the value of villas and apartments has increased significantly.
Construction oligarchs have obtained permits for resorts, some with strong government ties, others with dubious connections, whether criminal or even judicial. Properties in that area have often become the subject of major conflicts, while on the other hand the government allocates millions of euros year after year for roads, sidewalks, drinking water and even sewage.
A sewage tender seems to be "very smelly", as one of the builders of these resorts has received millions of euros. Will this money be used to build sewage systems for the resort, or for the entire area?
According to documents available to VoxNews, the National Water Supply and Sewerage Agency has announced the winner of the wastewater tender in the Lalzi Bay. The winner was the company "AGI KONS", while the contract description was "reconstruction of the existing KUZ network in the Lalzi Bay Area", with a 12-month deadline. The procedure's limit fund was 316 million lek, made available from the State Budget.
The tender was attended by "AGI KONS", with a value of 291 million lek, and the offer of the firm "CURRI" with a value of 294 million. The second offer was rejected because it had engaged the engineer in another contract.
Meanwhile, the accompanying documents stated that the design area includes the tourist area of ??Gjiri i Lalzit and the villages of Rrotull, Fushë Draç and Shënpjetër. “For these villages, it is intended to conduct a study for the implementation of the wastewater sewerage network, as the existing networks are extremely depreciated. As for the tourist area of ??Gjiri i Lalzit, which currently has a main sewerage network and a Wastewater Treatment Plant, there is no secondary network for their collection,” these documents state.
Of course, AKUK's investment will enable elite tourism. But what stands out is that it helps resorts the most, since from the map it seems to go to every villa or hotel built. But, if a company takes the area with pine trees and builds villas, hotels and restaurants there, didn't it have planned the sewage system? Of course it did, since there was no way to get the permit. But these arrangements have only been on paper and not on the ground, since the government comes to their aid.
The documents state that "being an area very close to the coastline, the main goal remains the elimination of pollution caused by this residential area of ??the Municipality of Durrës. "In the design area there are several tourist complexes, with 1-2 storey villas, as well as 1-3 storey private homes in the surrounding rural area. The population in this area is estimated at 6,000 inhabitants. The geographical area is 356 hectares," these documents state.
VoxNews learned that the winning firm of this 3 million euro tender is building a resort in that area. “AGI KONS” is building the “Turquoise Marina Complex” complex, in Lalzit Bay. According to the firm’s official website, the complex is 40 kilometers from Tirana, 23 from the Port of Durres and 35 km from Tirana Airport. According to it, it is only 100 meters from the seashore. It is learned that individual villas, two-, four-bedroom villas, palaces or even restaurants or hotels are being built. But, if a firm has the capacity to build a “city” on the seashore, in an area that was once green with pine trees, can’t it build a sewage system?!
